LIFT responds to COVID-19 Internal and international migrants in Myanmar have been heavily affected by the COVID-19 pandemic. LIFT worked quickly with partners to restructure their programmes in mid-March, reallocating USD447,000 of existing project budgets to provide emergency support. The support includes interventions in Yangon, Kayin, Mon, Shan, Tanintharyi, Bago, Chin, Mandalay, Magway and Ayeyarwaddy. By 10 April, the assistance had already reached 103,698 direct beneficiaries. The LIFT Fund received approval from its Fund Board to scale up the interventions at the end of March. LIFT and its donors (United Kingdom, European Union, Switzerland, Australia, United States of America, Canada and Ireland) have mobilised an additional USD3 million in funding to support its partners’ essential work. This support will be used to improve the effectiveness of Myanmar’s response to the crisis, ameliorating its negative impacts on the health, livelihoods and human rights of poor and vulnerable migrant populations across Myanmar. Internal migrants increasingly vulnerable as many lose their jobs The garment industry in particular is experiencing difficulties. At least 40 factories have reportedly been shut down according to the Myanmar Garment Manufacturers Association, causing more than 25,000 workers to lose their jobs. Many more factory closures are expected due to reduced demand from major markets, which will disproportionately affect the livelihoods of women due to the highly feminised nature of employment in garment factories. The peri-urban areas where internal migrants live represent some of Myanmar’s most vulnerable communities. Crowded living conditions coupled with a loss of income, as well a lack of savings, hygiene items, and knowledge regarding COVID-19, threaten the lives and welfare of migrants and the family members they support in communities of origin. International migrants face difficulties abroad and upon returning to Myanmar Following an emergency declaration, tens (and perhaps hundreds) of thousands of Myanmar migrants have rushed to return home from Thailand via Myawaddy, Kawthaung, Tachileik, Htee Kee, Three Pagodas Pass and other border crossing points. These migrants have urgent health-related and humanitarian needs, particularly during the initial two-week period of quarantine upon return. In addition to public health concerns, the sudden and unplanned return of migrants to Myanmar has left many with unresolved labour and psycho-social issues that require immediate assistance. A significant portion of returning migrants require counselling as well as legal aid to seek payment of wages due, claim social protection benefits and maintain their legal status as documented migrants. The summary below outlines the assistance LIFT and its partners have provided to internal and international migrants so far, including raising awareness about COVID-19 symptoms and prevention; distributing hygiene items and personal protective equipment; providing legal, financial, food and housing support to migrants having lost their jobs; and delivering essential information and humanitarian aid to returning migrants in border areas. Action Aid Myanmar (SECURE project) Action Aid Myanmar has delivered direct support to 11,467 migrants affected by COVID-19. In Hlaing Thar Yar and Shwe Pyi Thar Townships in Yangon, ActionAid supported 800 workers with food assistance. Through the Legal Clinic Myanmar, ActionAid provided legal assistance services to workers to claim compensation for their loss of employment. ActionAid also funded infrared thermometers for local hospitals and distributed hand gel, gloves and masks to 10,000 workers in industrial zones across Yangon. Finally, ActionAid worked with We Generation to train 91 individuals to form a COVID-19 volunteer group to support the Hlaing Thar Yar Township Coordination Committee. BBC Media Action (BBCMA) (Yay Kyi Yar project) BBCMA has focused on publishing content through the Yay Kyi Yar Facebook page, which currently has 913,066 followers. The page has a pan-Myanmar reach, but also reaches migrants beyond the countries borders, predominantly in Thailand, Malaysia, Singapore and South Korea. Social media posts have included photos and information about symptoms and prevention for COVID-19; advice to migrant workers; contact details for assistance abroad; and videos featuring celebrities encouraging social distancing. The video content was viewed 1.41 million times, with 36,350 followers directly interacting with the social media posts. Business Kind Myanmar (BKM) (CARE Aung Myin Hmu project) BKM focuses on helping women garment workers who have lost their jobs. It provided direct support and awareness-raising among women migrant workers in Shwe Pyi Thar and Hlaing Thar Yar Townships of Yangon, reaching 39,370 beneficiaries. A focus of their work is helping "women in crisis", including delivering peer support and counselling on how to claim wages from closed factories, supporting their access social security benefits and providing bed nets, bus fare home, temporary shelter and food. It has also distributed informational material, hand sanitizer and soap to 22 factories and 11 ward offices, reaching an estimated 33,000 migrant workers and 3,400 residents. Eden Ministry (Eden project) Eden Ministry, along with its partner New Hope, has distributed information, hygiene supplies and protective equipment, and food to vulnerable migrants in peri-urban communities at risk of contracting COVID-19, reaching 15,455 beneficiaries. This included direct food assistance to address their vulnerability to malnutrition through distribution of fortified rice and other foods with high nutritional value to 2,250 migrants in Yangon and Mandalay. The project also supported its beneficiaries to engage in soap and mask production activities to provide income generation opportunities to 650 women in Yangon and Mandalay. International Labour Organization (ILO) (DIILM project) The ILO supported five of its CSO partners managing Migrant Information Centers (Foundation for Education and Development, Mawk Kon Local Development Organization, Confederation of Trade Unions Myanmar, Samaritan’s Purse and Future Light Centre) to work with Government authorities in providing front-line emergency assistance to 15,260 returning migrants. The ILO and its partners mobilised rapidly to deliver health information, food, masks and hand sanitiser, as well as counselling and legal assistance, to returning migrants at border crossing points in Kaw Thaung, Myawaddy, Tachileik and Payathonzu. The Confederation of Trade Unions Myanmar also provided direct emergency assistance to 10 stranded migrants in Thailand, securing their return to Myawaddy. International Organization for Migration (IOM) (Twe Let project) IOM has worked in partnership with ethnic CSOs (Chin Human Rights Organization, Parami Development Network and Mon Women’s Organization) to support returning migrants in communities of origin, reaching 21,696 beneficiaries. The activities have focused on distributing IEC materials on COVID-19 to target villages, community health centers and quarantine facilities; as well as hygiene/medical kits, personal protective equipment, hand gels, soap and other necessary materials. Save the Children (SC) Save the Children plans to start providing 491 workers who were laid off from the Myanmar Royal Apollo garment factory with cash transfers of MMK120,000 per month. SC has been working with the factory-based labour union and Solidarity Trade Union of Myanmar in order to collect the workers’ information and send through mobile money transfers. Moreover, SC will provide prevention materials to the Department of Public Health, as well as setting up hand washing facilities in communities. Finally, SC organised the delivery of health messages through volunteers using loudspeakers in all 27 wards of Shwe Pyi Thar Township. The Border Consortium (TBC) Mon Women’s Organization translated COVID-19 information from the WHO into Mon language and produced and distributed the pamphlets in Ye, Thanphyuzayat, Mudon, Chaung Zone, Kyaik Ma Yaw and Kawkareik Townships, as well as in Mon National schools. The Mon Area Community Development Organisation also set up nine signboards in Mon and Myanmar languages with information on COVID-19 in Ye Township. The Karenni Human Rights Group led the formation of a Core Group of CSOs to coordinate responses between the Kayah State Ministry of Health and Sports, Karenni National Progressive Party and Border Guard Forces. The Core Group will distribute personal protective equipment to village tract health clinics, coordinate case management and referral systems with Loikaw General Hospital and disseminate public health messages. Women's Organization Network (WON) (EVE project) Working with its CSO partners, WON has provided support to 460 migrant workers in Hlaing Thar Yar and Dagon Myo Thit Townships in Yangon. The activities included distribution of informational materials, including pamphlets and posters on prevention of COVID-19 and gender-based violence, along with hand gels, soaps and masks. The hygiene products were purchased from Business Kind Myanmar, which is retraining women migrant workers who have lost their jobs due to COVID-19 to produce hygiene products. WON also provided temporary housing to 10 female migrant workers who had lost their jobs due to COVID-19 at their Migrant Support Centers. ................................................................................................................................
