If you look at an energetic and self-confident Ko Htet Htet Hein, you’ll never guess that only several years ago he was a hopeless person with disabilities.
“After I’ve been diagnosed with the autosomal dominant optic atrophy and cataract in my early childhood, my parents were planning an eye surgery for me, however, the right time was missed and I turned partially blind,” recalled Htet Htet Hein.
In his village, located at about 15 kilometres from Kyaukme Town, northern Shan State and torn apart by armed conflicts, Htet Htet Hein experienced all the challenges that an insecure environment could bring to a disabled person - limited access to services and education, blurred perspectives to build a family and his own future.
It was a dream of his lifetime that helped Htet Htet Hein to break new ground - riding a manual-gear motorbike and becoming a musician. Dedicated to becoming a man who firmly stands on his own feet, Htet Htet Hein graduated from a Government School for Blind People in Saging, Upper Myanmar, with two distinctions. Never stopping on his path to make his dream happen, Htet Htet Hein graduated from the Mandalay National University of Arts and Culture.
Riding his auto-geared motorbike, Htet Htet Hein realised he could help people like him. “I feel inspired as I can manage my life and I can go whenever I wish, though not yet on a manual-geared bike,” exclaimed Htet Htet Hein.
He contacted the Golden Pearl civil society organisation, which implements a LIFT-funded project Improving The Socio-Economic Situation Of The Person With Disability. Among other more than 2,000 people, he attended a series of training focused on the rights, opportunities and legislative norms for people with disabilities.
“The Golden Pearl has also provided us with voting education so that I and my peers could implement our voting rights and be good citizens,” recalled Htet Htet Hein. “November 8th was a special day for myself - I voted for the first time in my life!”
Through voting education at the Golden Pearl, Htet Htet Hein learned that the voting system has been optimized to enable people with disabilities to vote.
“My wife and I voted together through a new arrangement and we felt so proud to be able to implement our fundamental human rights to vote and contribute to the future of our country!” said Htet Htet Hein.

ကိုယ့်ခြေထောက်ပေါ်ကို မိမိဘာသာရပ်တည်နိုင်ဖို့ အိပ်မက်တွေမက်တယ် ဂီတကို ရူးသွပ်တယ်၊ ကားကိုကိုယ်တိုင်မောင်းချင်တယ်၊ ဆိုင်ကယ်ဆို ဂီယာဘီးကိုမှ အားရပါးရ မောင်းလိုက်ချင်တာ ဆိုတာတွေ နဲ့ ရှင်သန်နေတဲ့ လူငယ်တစ်ဦး၊ ကျောက်မဲမြို့နဲ့ ၁၅ ကီလိုမီတာလောက်ဝေးတဲ့ရွာမှာ နေထိုင်တယ်။ လက်နက်ကိုင်တပ်ဖွဲ့တွေ မကြာခဏ ပစ်ခတ်မှုတွေ ရှိတတ်တဲ့ရွာ ဖြစ်နေတော့ အေးအေးချမ်းချမ်းတော့ မရှိလှဘူးပေါ့။ အများစုက သွားလာလှုပ်ရှားတဲ့နေရာမှာ အခက်အခဲမရှိပေမယ့် သူကတော့ အခက်အခဲတွေ နဲ့ပါ။ ဘာလို့လဲဆိုတော့ အမြင်အာရုံကို အပြည့်အဝ အသုံးချခွင့် မရတဲ့သူတစ်ဦး ဖြစ်နေလို့ပါ ။ ၉ လ သား အရွယ်မှာ မျက်စိသူငယ်အိမ်မငြိမ်လို့ ဆေးခန်းပြတော့ စောသေးတယ် ဆိုတဲ့စကားရယ် ၃ နှစ်အရွယ်မှာ ပြန်ပြတော့ နောက်ကျသွားပြီ ဆိုတဲ့စကားလုံးတွေကြားမှာ ဘာမှလုပ်ခွင့် မရတော့ဘဲဘဝကို ဆက်လက် ရှင်သန်ခဲ့ရတာဘဲဖြစ်ပါတယ်။
မသန်စွမ်းတစ်ယောက်အနေနဲ့ မသန်စွမ်းမဟုတ်တဲ့ ပတ်ဝန်းကျင်မှာ ရှင်သန်ဖို့ဆိုတာ လွယ်ကူတဲ့ အခြေအနေတော့ မဟုတ်ပါဘူး ။ နားလည်မှုပေးတဲ့ပတ်ဝန်းကျင် ပံ့ပိုးပေးတဲ့မိသားစု အသိုင်းအဝိုင်းတွေ ရှိဖို့ လိုအပ်ပါတယ်။ ဒီလိုနဲ့ အစိုးရက ဖွင့်ထားတဲ့ စစ်ကိုင်းမြို့ မျက်မမြင်ကျောင်းကနေ အခြေခံပညာ အထက်တန်းကို (၂)ဘာသာဂုဏ်ထူးနဲ့ အောင်မြင်ခဲ့ပါတယ်။ မန္တလေးမြို့ အမျိုးသားယဉ်ကျေးမှုနှင့် အနုပညာတက္ကသိုလ်ကနေ ဂီတဘာသာရပ်နဲ့ကျောင်းပြီးခဲ့ ပြီးဘွဲ့ရပညာတတ်တ စ်ယောက်အဖြစ်ရပ်တည်မှု ရရှိခဲ့ပါတယ်။ ရွှေပုလဲအဖွဲ့ရဲ့ မသန်စွမ်းသူများ၏ လူမှုစီးပွားမြှင့်တင်ရေးစီမံချက်ရဲ့ ကျေးဇူးကြောင့် မသန်စွမ်းသူတွေနဲ့ သက်ဆိုင်တဲ့ ဥပဒေတွေ နည်းဥပဒေတွေ မသန်စွမ်း အခွင့်အရေးတွေကို သိရှိခဲ့ရတယ်။ ဘဝတူ မသန်စွမ်းတွေကိုလည်း ကူညီပေးနိုင်ခဲ့တယ်။
ကိုယ့်ကိုကိုယ် တော်တော် ကျေနပ် မိပါတယ်။ အခု ဆိုရင် ကိုယ် စီးချင် တဲ့ ဂီယာ ဆိုင်ကယ်ကို မစီးနိုင် သေးရင်တောင်မှ ကလစ်ဘီးလေးနဲ့ ကိုယ့် ဘာသာ ကိုယ် သွားချင်တဲ့ နေရာကို သွားနိုင်တဲ့ အနေ အထားလေးကို ရရှိနေပါပြီ။
မသန်စွမ်းသူတွေအတွက် လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှုတွေအများကြီး ကြုံတွေ့ရတတ်ပေမယ့် သာယာတဲ့ အိမ်ထောင်တစ်ခုတည်ဆောက်ဖို့ဆိုတာ သိပ်တော့မလွယ်လှပါဘူး။ မသန်စွမ်းသူတစ်ယောက် ရဲ့ဘဝကို နားလည်ပြီး လက်တွဲနိုင်မည့် အိမ်ထောင်ဖက်နဲ့တွေ့ဖို့ဆိုတာ ခဲယဉ်းပါတယ်။ ကျွန်တော့် အတွက်တော့ နားလည်မှုရှိတဲ့ အိမ်ထောင်ရှင်မရယ် ပျော်ရွှင်စရာကောင်းတဲ့မိသားစုဘဝကို ပိုင်ဆိုင်ခဲ့ ရပါတယ်။
နိုဝင်ဘာလ ၈ရက်နေ့က ကျွန်တော်တို့ မြန်မာနိုင်ငံအတွက် အရေးပါတဲ့နေ့တနေ့ဖြစ်သလို ကျွန်တော်တို့ အတွက် အသည်းကြားက မဲတစ်ပြားက တန်ဖိုးရှိတဲ့နေ့တနေ့လည်းဖြစ်ပါတယ်။ မသန်စွမ်း တစ်ယောက်အနေနဲ့ မဲပေးဖို့ လုံးဝ စိတ်မကူးခဲ့ပါဘူး။ အရင်တုန်းကလည်း မပေးခဲ့ဘူး၊ မဲသွားပေးရင် အဆင်ပြေမှာမဟုတ်ဘူးဆိုတဲ့စိတ်နဲ့ မသွားခဲ့ဘူး။ ကိုယ်နဲ့ပတ်သက်တယ် သက်ဆိုင်တယ်ဆိုတဲ့ ခံယူချက် လည်း မရှိခဲ့ဘူး။ ရွှေပုလဲအဖွဲ့က ပြုလုပ်တဲ့ voting education ကိုရရှိပြီးနောက် မသန်စွမ်းသူ တစ်ယောက် အနေနဲ့ နိုင်ငံသားတစ်ယောက်ပီသဖို့ ကြိုးစားခဲ့တယ်။
သူများတွေနဲ့တောင် မတူဘူးလေ ကိုယ်က ကိုယ့်ချစ်သူနဲ့အတူ မဲပေးခွင့် ရခဲ့တာလေ။ ဒါတွေ ဒီလို အဆင်ပြေ တာက စနစ်တစ်ခု ပြောင်းလဲလာလို့ ကျွန်တော်တို့ မသန်စွမ်းတွေ ရရှိတဲ့ မဟာ အခွင့်အရေး တစ်ခုဘဲလေ အရင်က ဒါမျိုးတွေ မသိခဲ့ မရှိခဲ့ဘူးလေ။ မသန်စွမ်းသူတစ်ယောက်အနေနဲ့ အခြေခံလူ့အခွင့်အရေးဖြစ်တဲ့ မဲပေးပိုင်ခွင့်ကိုရယူပြီး နိုင်ငံအတွက် ပါဝင်ဆောင်ရွက်နိုင်ခဲ့ပါတယ်။
ဒါကြောင့် ကျွန်တော်တို့မသန်စွမ်းသူတွေကိုယ်တိုင်က ဘယ်တောမှ လက်မလျှော့ဘဲ ကြိုးစား ကြမယ် လဲကျရင်လည်း ပြန်ထကြမယ် လို့ partial blind တစ်ဦးဖြစ်တဲ့ ကိုထက်ထက်ဟိန်းက ပြောကြားခဲ့ပါတယ်။
