LIFT’s Annual Report 2020, published today, presents the efforts and results of partners across the country to respond to the devastating impacts of COVID-19 across all sectors in 2020 and reach over 12.8 million of the most vulnerable people, roughly 38 per cent of Myanmar’s population, without a break in operations.
LIFT continued to focus on building resilience through improved nutrition, access to finance, income diversification and skills development while pivoting resources to respond to the COVID-19 pandemic and deliver essential services to those most in need. With an expenditure of USD 70 million in 2020, LIFT’s donors funded diverse livelihoods and food security activities as well as new response interventions in 255 townships, 77 per cent of Myanmar’s townships.
The quick adaptation of projects to COVID-19 restrictions enabled LIFT to forge ahead and ensure the efficient delivery of most activities planned under LIFT’s thematic programmes and cross-cutting areas of work. In 2020, LIFT managed 87 grants, worked with 57 partners and handled a large number of projects, as part of LIFT’s continued implementation of its 2019-2023 strategy. At the end of 2020, LIFT had 59 ongoing projects.
In response to COVID-19, LIFT committed USD 28.9 million for immediate frontline activities and longer-term interventions in support of a socio-economic recovery. In 2020, LIFT provided the largest programmatic response to the COVID-19 crisis for migrants in Myanmar, reaching 1.4 million internal and international migrants (60 per cent women) with the provision of information, personal protective equipment, food assistance, cash transfers, shelter, transportation, legal assistance and psychosocial counselling. While focusing its efforts on COVID-19 response, LIFT’s Decent Work and Labour Migration Programme continued to establish conditions for decent work within Myanmar’s labour market, maintaining a focus on internal and international migrants as some of the most vulnerable populations of workers.
LIFT continued supporting the roll-out of the national maternal and child cash transfer (MCCT) and social pension programmes while also financing emergency top-up cash transfers. Social protection initiatives proved a strong social safety net tool in emergencies, with LIFT-supported cash transfers provided to mothers and pregnant women, elderly people, unemployed factory workers, informal sector workers, people with disabilities and people living with HIV.
LIFT’s Financial Inclusion Programme remains LIFT’s largest single intervention reaching over 2.9 million households (90 per cent women) to leverage economic opportunities and reduce vulnerabilities to external shocks. LIFT supported 23 microfinance providers in 2020 which provided USD 1.4 million in loans to their clients. The COVID-19 pandemic had a significant impact on financial institutions and clients’ incomes, however, MFIs adapted their operations to the COVID-19 requirements. LIFT mobilised USD 5.5 million which leveraged USD 67.13 million in international capital investment in the sector through LIFT’s Capital Markets Programme.
LIFT’s Nutrition Programme continued its work to reduce stunting in children aged under five years and continued its support for the roll-out of Myanmar’s Multisectoral National Plan of Action on Nutrition (MS-NPAN), with action in 2020 focused on integrating MS-NPAN into states’ and regions’ sub-national development plans and budgets. The need for a multisectoral response became even more evident in the COVID-19 pandemic and LIFT supported partners to adapt nutrition-specific interventions to respond to urgent nutrition needs and the immediate causes of malnutrition while scaling-up nutrition-sensitive interventions to address the underlying causes of malnutrition, which were significantly impacted by COVID-19.
Though funding for LIFT’s Agriculture, Markets and Food Systems (AMFS) Programme was reduced in 2020 due to the reallocation of funds to respond to the COVID-19 pandemic, it continued supporting farmers to increase their productivity, income and food security through commercialisation of inclusive and nutrition-sensitive agriculture, while utilising existing resources to deliver immediate actions related to COVID-19.
In 2020, LIFT furthered its localisation objectives and saw local civil society organisations (CSO) lead and deliver on the vast majority of LIFT’s results. Local CSOs were key to LIFT’s COVID-19 response; their reach was extraordinary due to close engagement with communities, their physical presence on the ground, their trusting relationships with local stakeholders and their commitment and capacities to act quickly and efficiently. In 2020, CSOs supported over 64 per cent of the 2.9 million who benefited from LIFT’s COVID-19 response.

ကိုဗစ်-၁၉ နှင့် စပ်လျဉ်းသည့် ကန့်သတ်ချက်များ၊ စည်းမျဉ်းစည်းကမ်းများနှင့်အညီ စီမံကိန်းများ၊ စီမံချက်များကို လိုက်လျောညီထွေ ပြောင်းလဲဆောင်ရွက်နိုင်စေရန် လျင်လျင်မြန်မြန် လုပ်ဆောင် နိုင်ခဲ့သဖြင့် LIFT သည် လုပ်ငန်းများကို ရှေ့ဆက်၍ တိုးတက်မှုများရရှိအောင် ဆောင်ရွက်နိုင်ခဲ့ပြီး LIFT ၏ အကြောင်းအရာအလိုက် အကောင်အထည်ဖော်နေသော အစီအစဉ်များနှင့် ကဏ္ဍစုံ နှင့်သက်ဆိုင်သော လုပ်ငန်းနယ်ပယ်များအောက်ရှိ လုပ်ငန်းအများစုကို အစီအစဉ်ရေးဆွဲထား သည့်အတိုင်း ထိရောက်စွာ အကောင်အထည်ဖော်နိုင်ခဲ့ပါသည်။ LIFT သည် ၂၀၁၉-၂၀၂၃ ခုနှစ် ကာလအတွက် ရေးဆွဲထားသည့် LIFT မဟာဗျူဟာကို ဆက်လက်အကောင်အထည်ဖော်လျက် ရှိ သည်နှင့်အညီ ရန်ပုံငွေထောက်ပံ့မှု (grants) အစီအစဉ်ပေါင်း (၈၇) ခုကို စီမံခန့်ခွဲနေပြီး မိတ်ဖက် အဖွဲ့အစည်းပေါင်း (၅၇) ခုနှင့် ပူးပေါင်းလက်တွဲလုပ်ကိုင်လျက် စီမံကိန်းနှင့် စီမံချက်ပေါင်းများစွာ ကို ကိုင်တွယ်စီမံဆောင်ရွက်ခဲ့ပါသည်။ ၂၀၂၀ ပြည့်နှစ် နှစ်ကုန်တွင် LIFT မှ စီမံဆောင်ရွက်ဆဲ စီမံချက်ပေါင်း (၅၉) ခု ရှိခဲ့ပါသည်။

LIFT သည် တစ်နိုင်ငံလုံးအတိုင်းအတာဖြင့် ဆောင်ရွက်လျက်ရှိသည့် ကိုယ်ဝန်ဆောင်မိခင်နှင့် ၎င်း တို့မှ မွေးဖွားလာသော အသက် (၂) နှစ်အောက်ကလေးသူငယ်များအား ငွေကြေးထောက်ပံ့ခြင်း အစီအစဉ် (MCCT) နှင့် လူမှုရေးပင်စင်အစီအစဉ်များအား အကောင်အထည်ဖော်နိုင်ရန်ကိုလည်း ဆက်လက်ပံ့ပိုးပေးခဲ့ပြီး အရေးပေါ်အခြေအနေအတွက် ငွေကြေးတိုးမြှင့်ထောက်ပံ့မှုများ (emergency top-up cash transfers) ပြုလုပ်နိုင်ရန်လည်း ရန်ပုံငွေပံ့ပိုးပေးခဲ့ပါသည်။ LIFT မှ ပံ့ပိုးသော ငွေကြေးထောက်ပံ့မှုများကို မိခင်များ၊ ကိုယ်ဝန်ဆောင် မိခင်များ၊ သက်ကြီးရွယ်အိုများ၊ အလုပ်လက်မဲ့ဖြစ်နေသော စက်ရုံလုပ်သားများ၊ ကျပန်းစီးပွားရေးကဏ္ဍမှ လုပ်သားများ၊ မသန်စွမ်း သူများနှင့် HIV ရောဂါပိုးကူးစက်ခံထားရသူများကို ပံ့ပိုးထောက်ပံ့နိုင်ခဲ့ရာ ထိုသို့သော လူမှုကာ ကွယ်စောင့်ရှောက်မှုအစီအစဉ်များသည် အရေးပေါ် အခြေအနေများတွင် လူမှုဖူလုံရေးအကူအညီ အတွက် အားကောင်းထိရောက်လှသော အထောက်အကူ ကိရိယာတစ်ခု ဖြစ်ကြောင်း သက်သေပြ ခဲ့ပါသည်။
LIFT ၏ ငွေကြေးဆိုင်ရာတွင် အားလုံးပါဝင်စေမှုအစီအစဉ်သည် LIFT ၏ တစ်ခုတည်းသီးခြား ဆောင်ရွက်သည့် အကြီးမားဆုံးသော အစီအစဉ်တစ်ခုအဖြစ် ဆက်လက်ရှိနေခဲ့ပြီး အိမ်ထောင်စုပေါင်း (၂.၉) သန်းကျော် (၉၀ ရာခိုင်နှုန်းမှာ အမျိုးသမီးများ) အတွက် စီးပွားရေးအခွင့်အလမ်းများ အား ထိရောက်စွာ အသုံးပြုနိုင်ရန်နှင့် ပြင်ပမှ ရုတ်တရက်ကျရောက်လာသော ဘေးဒုက္ခအန္တရာယ် များအား ထိခိုက်လွယ်မှုကို လျှော့ချနိုင်ရန် ပံ့ပိုးကူညီပေးနေပါသည်။ LIFT သည် ၂၀၂၀ ပြည့်နှစ် အတွင်းတွင် အသေးစားချေးငွေ ထုတ်ပေးသည့် အဖွဲ့အစည်းပေါင်း (၂၃) ခုအား ပံ့ပိုးပေးခဲ့ပြီး ထို အဖွဲ့အစည်းများသည် ချေးငွေရယူသူများထံ အမေရိကန်ဒေါ်လာ (၁.၄)သန်း တန်ဖိုးရှိသည့် ချေးငွေ များ ထုတ်ပေးခဲ့ပါသည်။ ကိုဗစ်-၁၉ ကပ်ရောဂါသည် ငွေရေးကြေးရေးအဖွဲ့အစည်းများနှင့် ၎င်းတို့ ထံမှ ချေးငွေရယူသူများ၏ ဝင်ငွေများအပေါ် ကြီးမားသော သက်ရောက်မှုရှိခဲ့သည်။ သို့သော်လည်း အသေးစားငွေရေးကြေးရေးအဖွဲ့အစည်းများ (MFIs) သည် ကိုဗစ်-၁၉ ဆိုင်ရာ စည်းကမ်းသတ်မှတ် ချက်များနှင့် လိုက်လျောညီထွေ ဖြစ်အောင် ပြင်ဆင်ပြောင်းလဲလုပ်ကိုင်ခဲ့ကြပါသည်။ LIFT သည် အမေရိကန်ဒေါ်လာ (၅.၅) သန်း ရရှိအောင် နှိုးဆော်စည်းရုံးပေးခဲ့ပြီး ထိုငွေကို အရင်းပြု၍ LIFT ၏ အသေးစား ငွေရေးကြေးရေးဆိုင်ရာ အရင်းအနှီးဈေးကွက်များဖော်ဆောင်ရေး အစီအစဉ် မှတစ်ဆင့် အသေးစားငွေရေးကြေးရေးကဏ္ဍအတွင်းရှိ နိုင်ငံတကာ ငွေလုံးငွေရင်းရင်းနှီးမြှုပ်နှံမှု အမေရိကန် ဒေါ်လာ (၆၇.၁၃) သန်း ရရှိအောင် လုပ်ဆောင်ပေးနိုင်ခဲ့ပါသည်။
LIFT ၏ အာဟာရဖွံ့ဖြိုးရေး အစီအစဉ်ကလည်း အသက်ငါးနှစ်အောက် ကလေးများကြား ပုညှက်ခြင်းကို လျှော့ချရန် ဆက်လက်လုပ်ဆောင်ခဲ့ပြီး မြန်မာနိုင်ငံ၏ ကဏ္ဍပေါင်းစုံပါဝင်သော အမျိုးသား အာဟာရဖွံ့ဖြိုးမှုဆိုင်ရာ ငါးနှစ်စီမံကိန်း (MS-NPAN) အကောင်အထည်ဖော်နိုင်ရေးအတွက်လည်း ဆက်လက်ပံ့ပိုးကူညီခဲ့သည်။ ဤအစီအစဉ်အောက်တွင် ၂၀၂၀ ပြည့်နှစ်အတွင်း ဆောင်ရွက်ခဲ့သည့် လုပ်ငန်းများသည် MS-NPAN ကို ပြည်နယ်များနှင့် တိုင်းဒေသကြီးများ၏ ပြည်နယ်/တိုင်းဒေသကြီး အဆင့် ဖွံ့ဖြိုးရေးစီမံကိန်းများနှင့် ဘတ်ဂျက်များအတွင်း ပေါင်းစပ်ထည့်သွင်းပေးခြင်းကို အဓိက ဦးတည်လုပ်ဆောင်ခဲ့ခြင်း ဖြစ်ပါသည်။ ကိုဗစ်-၁၉ ကမ္ဘာ့ကပ်ရောဂါကြီး ဖြစ်ပွားလာသောအခါ ကဏ္ဍစုံ ပေါင်းစပ်တုံ့ပြန်ဆောင်ရွက်ရန် လိုအပ်ချက်သည် ပို၍ပင် သိသာထင်ရှားလာခဲ့ပြီး LIFT သည် မိတ်ဖက်အဖွဲ့အစည်းများအား အရေးပေါ် အာဟာရလိုအပ်ချက်များနှင့် အာဟာရချို့တဲ့မှုအား လက်ငင်းဖြစ်ပေါ်စေသော အကြောင်းတရားများကို တုံ့ပြန်ကိုင်တွယ်ဖြေရှင်းပေးသည့် အာဟာရ အတွက် သီးသန့်လုပ်ဆောင်ချက်များအား လိုက်လျောညီထွေ ပြင်ဆင်ပြောင်းလဲ လုပ်ဆောင်နိုင်အောင် ပံ့ပိုးပေးခဲ့ပါသည်။ တစ်ချိန်တည်းတွင် ကိုဗစ်-၁၉ ကြောင့် ကြီးမားသော သက်ရောက်မှုရှိသည့် အာဟာရချို့တဲ့မှုကို ဖြစ်စေသော နောက်ခံအကြောင်းတရားများကို ကိုင်တွယ်ဖြေရှင်းရန် အတွက် အာဟာရချို့တဲ့မှုဆိုင်ရာ ကိစ္စရပ်များကို သတိပြုနားလည်မှုရှိစွာဖြင့် လုပ်ဆောင်သော လုပ်ငန်းများအား တိုးမြှင့်လုပ်ဆောင်ခဲ့ပါသည်။
၂၀၂၀ ပြည့်နှစ်တွင် ကိုဗစ်-၁၉ ကပ်ရောဂါကြီးအား တုံ့ပြန်ဆောင်ရွက်ရန်အတွက် ရန်ပုံငွေများကို ပြန်လည်ခွဲဝေပေးရခြင်းကြောင့် LIFT ၏ စိုက်ပျိုးရေး၊ ဈေးကွက်နှင့် စားနပ်ရိက္ခာဆိုင်ရာ စနစ်များ (AMFS) အစီအစဉ်အတွက် ရရှိသည့် ရန်ပုံငွေများ လျော့နည်းသွားခဲ့သည့်တိုင် ဤအစီအစဉ်သည် တောင်သူများအား အားလုံးပါဝင်စေပြီး အာဟာရချို့တဲ့မှုဆိုင်ရာ ကိစ္စရပ်များကို သတိပြုနားလည် မှုရှိသည့် စိုက်ပျိုးရေးလုပ်ငန်းများကို စီးပွားဖြစ်လုပ်ကိုင်နိုင်အောင် ကူညီပေးခြင်းဖြင့် ၎င်းတို့၏ ကုန်ထုတ်စွမ်းအား၊ ဝင်ငွေနှင့် စားနပ်ရိက္ခာဖူလုံမှုတို့ကို မြှင့်တင်နိုင်အောင် ဆက်လက်ကူညီပံ့ပိုးခဲ့ ပါသည်။ တစ်ဘက်တွင်လည်း ရှိနေသည့် အရင်းအမြစ်များကို အသုံးပြုကာ ကိုဗစ်-၁၉ နှင့် စပ်လျဉ်း၍ လက်ငင်းဆောင်ရွက်ရမည့် လုပ်ငန်းများကို ဆောင်ရွက်ပေးခဲ့ပါသည်။
၂၀၂၀ ပြည့်နှစ်တွင် LIFT သည် နေရာဒေသအလိုက် ဒေသ၏ လိုအပ်ချက်များနှင့်အညီ လိုက် လျောညီထွေ ပံ့ပိုးဆောင်ရွက်ပေးနိုင်ရေး (localization) ရည်မှန်းချက်များ ပြည့်မြောက်စေရန် ဆက်လက်ကြိုးပမ်းဆောင်ရွက်ခဲ့ရာ LIFT ၏ ရလဒ်အများစုသည် ဒေသခံ အရပ်ဘက်လူမှုအဖွဲ့ အစည်း (CSO) များမှ ဦးဆောင်၍ ဆောင်ကြဉ်းပေးနိုင်ခဲ့သည့် ရလဒ်များ ဖြစ်ကြောင်း တွေ့မြင်ခဲ့ရ ပါသည်။ LIFT ၏ ကိုဗစ်-၁၉ တုံ့ပြန်ဆောင်ရွက်မှုများတွင်လည်း ဒေသခံ CSO များသည် အခရာ ကျပြီး ၎င်းတို့၏ ရပ်ရွာလူထုနှင့် နီးကပ်စွာ ဆက်သွယ်ညှိနှိုင်းဆောင်ရွက်နိုင်မှု၊ မြေပြင်တွင် ကိုယ်တိုင်ကိုယ်ကျ ရှိနေပြီး လှုပ်ရှားလုပ်ဆောင်နိုင်မှု၊ ဒေသခံအကျိုးဆက်စပ်သက်ဆိုင်သူများ၏ ယုံကြည်မှုကိုရရှိပြီး ကောင်းမွန်သောဆက်ဆံရေးများ တည်ဆောက်ထားနိုင်မှုနှင့် ၎င်းတို့၏ အချိန် တိုအတွင်း လျင်လျင်မြန်မြန် ထိထိရောက်ရောက် ဆောင်ရွက်နိုင်မှု စွမ်းရည်များ၊ နှစ်မြှုပ်ကြိုးပမ်း မှုများကြောင့် လူထုကြား ထူးကဲလှစွာ ကျယ်ကျယ်ပြန့်ပြန့် ရောက်ရှိဝန်ဆောင်ပေးနိုင်ခဲ့ပါသည်။ ၂၀၂၀ ပြည့်နှစ်တွင် LIFT ၏ ကိုဗစ်-၁၉ တုံ့ပြန်မှုမှ အကျိုးခံစားရသူပေါင်း (၂.၉) သန်းရှိသည့် အနက် (၆၄) ရာခိုင်နှုန်းကျော်ကို CSO များက ပံ့ပိုးပေးခဲ့ခြင်း ဖြစ်ပါသည်။
၂၀၂၀ ပြည့်နှစ် LIFT နှစ်ပတ်လည်အစီရင်ခံစာ အပြည့်အစုံကို ဤနေရာတွင် ဖတ်ရှုနိုင်ပါသည်။ မြန်မာဘာသာပြန်ဆိုထားသည့် အစီရင်ခံစာကို စက်တင်ဘာလတွင် ဖတ်ရှုနိုင်မည် ဖြစ်ပါသည်။
