Summary:
In May 2008, Cyclone Nargis swept through the Ayeyarwady Delta with devastating effects, killing some 140,000 people. In 2009, the multi-donor Livelihood and Food Security Trust Fund (LIFT) was set up with the aim of supporting rice farmers and poor and vulnerable households in the Delta region. In 2010–11, LIFT funded 22 Implementing Partners to work across 1,300 villages in the region on social protection and local capacity-building measures.
In 2011, OPM conducted an evaluation of LIFT, primarily adopting qualitative and participatory methods triangulated with a small quantitative survey. The purpose of the evaluation was to learn from the experiences of implementing projects under first phase of LIFT in order to inform future LIFT-funded programming. The evaluation focused on establishing which measures and procedures had been most useful to help recipients increase their income and food availability. Attention was also paid to assessing the changes required to improve project impact and longer-term sustainability. In addition, questions around targeting, social mobilisation, accountability and cost-effectiveness were also addressed.
