The donor consortium for the US$100 million Livelihoods and Food Security Trust (LIFT) fund will this week put out a call for proposals from potential implementing partners, a spokesperson for the European Commission (EC), one of fund’s primary donors, said last week.

The first round of funding for the five-year fund has been split into two streams, with one stream for post-Nargis recovery projects and another for projects in Chin State, the Central Dry Zone, Rakhine State, Kachin State and Shan State, the EC spokesperson said.

Potential implementing partners for delta-based projects have three weeks from November 10 to submit a proposal, while those seeking funding for other areas in the country have eight weeks to prepare proposals.

Modelled on the Three Diseases Fund, LIFT is a donor fund of $100 million spread over five years created to address food insecurity and income poverty in Myanmar. Members of the donor consortium include AusAID, Denmark, the UK’s Department for International Development, the EC, France, Germany, Netherlands and Sweden.

Last month, the EC announced it would provide more than half – about $52 million – of the fund’s total pool.

All proposals must be between $100,000 and $2 million per year and eligible partners include specialised UN agencies, international and local NGOs, and professional associations registered in Myanmar that have authorisation to work in the proposed geographical areas, the EC said.

The implementation period for delta-based projects should be no more than 12 months, while projects in other areas can run for up to three years.

More information can be found on the UNOPS, UNOCHA and Myanmar Information Management Unit websites from November 10. An information session for potential implementing partners has been tentatively scheduled for November 12 or 13, the EC said.
